4 Jan, 2020, Kathmandu: Talking to media persons from ANTUF, the Lawmaker of Nepal Communist Party, Jagat Simkhada said only the Provincial Assembly can decide the name and capital city of the province.
His remarks came in the pretext of on-going party politics exercised to intervene sovereign right of Province in regard to taking decision for the province name and its capital.
Mr. Simkhada, the elected representative from Dhading Contituency-2, also expressed his dissatisfaction towards the decision taken by NCP Secretariat in the office of Prime minister.
The NCP’s latest decision is believed to have agreed to finalize Bagmati as the name of Province No-3 and Hetauda as its capital city. Defending his remarks, Mr. Simkhada further reiterated that constitutionally, the party can’t intervene the jurisdiction of the Province Assembly in regard to its decision procedure related to its province name and capital city. Any whip in support of this party decision has to be amended as Province Assembly is yet to forge consensus which among the 3 options i.e. Kavre, Bhaktapur and Hetauda to be decided as the capital city of Province 3.
Similarly, the Provincial Assembly members Chandra Lama, Laxman Lamsal, Basundhara Humagai and Ratna Dhakal have also expressed their dissatisfaction toward the decision taken by NCP party.
As per the constitution, the 2/3 majority of Province Assembly can only decide the name and capital city of the province.
